Abstract

The article studies the impact of the modern digital environment on the formation and development of human capital under conditions of the active spread of glossy content on social media. It is substantiated that user-generated content does not always perform a motivational or educational function, since in some cases it transmits non-reproducible symbolic capital: rapid enrichment, instant healing, psychological breakthrough, legal “life hacks,” or spiritual insight. Such content may intensify social comparison, relative deprivation, impulsive decision-making, distrust of social institutions, and a decline in an individual’s productive orientation. Particular attention is paid to critically important spheres – economics, medicine, law, psychology, and religion / spiritual development – where unverified information can influence a person’s financial, physical, psychological, and social decisions. It is proposed to consider the technology park not only as an innovation infrastructure for the commercialization of scientific and technical developments, but also as an institutional decision-making complex in the field of virtual environment regulation in the interests of human capital development. It is shown that the technology park can integrate education, science, business, the state, the public, investment funds (including ethical mission-oriented organizations – EMOs), and information and communication technologies (ICTs). Such interaction creates a space of controlled rationality within which digital simulacra become not a cause of self-destruction or destructive comparison, but an object of analysis, verification, public control, and regulatory response. The use of the venture investment method is proposed as a way to transform trigger-induced despair caused by social comparison into constructive economic behavior. It is determined that the technology park is capable of performing not only an innovative function, but also social-regulatory, preventive, and harmonizing functions, thereby contributing to the sustainable development of human capital, enterprises, regions, and the state as a whole.
