Flora protection and conservation in ukraine: the cross-border context

Abstract

At the present stage, environmental problems are far beyond national boundaries and have transboundary, regional or even global character. Ukraine, which has long been at the crossroads from “Varangians" to “Greeks”, can not be isolated nowadays in solving urgent environmental problems related to the protection and preservation of flora. There are a number of legislative documents explaining in which way, at the country level, the control over the implementation of the prescribed provisions should be made. The aim of the study is to identify existing international treaties of Ukraine on environmental protection and conservation of flora, the analysis of implementation properties and the creation of a mechanism for its application nationwide. The work was carried out within the project framework № 110/551-pr “The development of the newest principles for building up the register of valuable plants of parks and squares in Kyiv based on terminology standards”. The research strategy is based on the use of descriptive method, which allowed to explain the peculiarities of the issue relevance at this stage of development, that is, in synchrony, as well as on the basis of a combination of general scientific methods of cognition – analysis/synthesis, induction/deduction, analogy, which allow to study the issues of implementation of international agreements on protection and conservation of flora in terms of socio-historical significance. In the broad sense, “implementation” is connected with: the formation of a source database on the existing international treaties of Ukraine in the context of environmental protection; conducting analytical studies on environmental protection with the involvement of state sources and registers, elaboration of the methods for conducting and providing environmental expertise; making state-level case reports on the impact of human economic activity on the environment; providing strategic environmental assessment of the current state of the environment according to the regional division in the country. It is necessary to raise money for the creation of financial support funds; contribute to the formation of “environmental knowledge”; take into account public opinion; apply media control; to design scenarios for the conservation of flora; to monitor the actual impact of homo technicus on the environment; to adhere to all of the above-mentioned components (at the legislative, environmental and socio-cultural levels).
