AI Toolkit for Diplomats

Abstract

This article raises the issue of the impact of artificial intelligence on diplomacy. In a broader sense, it concerns the consequences of technological change in international relations and foreign policy in a global context. The research is intended to develop the theoretical and practical foundations of the application of AI technologies by diplomats. The concept of AI systems has been elaborated within the scope of digital technologies. Drafts of both the European law on Artificial Intelligence (EU) and the Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law (Council of Europe) are discussed with the usage of formal-logical approach. The authors pay special attention to machine learning and natural language processing as features that distinguish artificial intelligence systems from other digital technologies. Progressive developments which might actually help diplomats to be more efficient are described. Therefore, in case of updating the approaches and methods of diplomatic work, it becomes possible to delegate a number of tasks to machines capable of learning. The authors specify the challenges faced by diplomats in two main directions: processing available information (text analysis, image analysis, public opinion research), creating new information (providing consultations, writing text, translation). Another direction of administration is highlighted by forecasting in international relations and taking control of AI assistants. Prospects for the introduction of the latest digital technologies in MFAs, foreign embassies and consulates are considered. Some of the developments which might contribute to the increasing of the efficiency are listed. Such tools as Grammarly, Google Universal Translator, Rytr, Brandwatch, Tableau, Google Trends, DiploGPT, etc. are given in the context of distinguished directions. The AI systems presented in the research are related to the phenomenon of digitalization chosen to be the object of research. It influences modern trends determining the future of humanity. The application of AI systems in diplomacy makes it possible to forecast more accurately the processes of change in international relations and foreign policy, as well as manage them.
