Qualification requirements for ground aviation specialists in fuel and lubricant quality control

High-quality training of ground aviation specialists ensures reliable operation of aviation equipment. The paper considers the need to develop and form qualification requirements for ground aviation specialists in controlling the quality of fuels and lubricants and special liquids (FMM). One of the important factors that affects the reliability of the operation of aviation equipment and ensuring the safety of aircraft flights is the quality of FMM [1]. In the entities and institutions of state aviation of Ukraine, control of the quality of FMM is provided by personnel from aerodrome and technical support of aircraft flights, including personnel from FMM services [2]. In order to fulfill the requirements of regulatory legal acts of the State Aviation Administration and in order to maintain the proper level of safety of aircraft flights, personnel who have undergone professional training are allowed to operate aviation equipment [3]. An analysis of the recommendations of modern international, European and regulatory documents [4-12], which serve as the basis for the formation of requirements for aviation personnel, is carried out. In addition, modern requirements for the organization of fuel quality control in entities and institutions of state aviation of Ukraine when performing work that ensures refueling of aircraft with high-quality fuel [13] are considered. Thus, the problem of fuel quality control in modern conditions is of key importance in the operation of aviation equipment and this puts forward special requirements for ground aviation specialists who service it. The state aviation system of Ukraine has not formed unified requirements for ground aviation specialists for fuel quality control, therefore, the development of modern qualification requirements for ground aviation specialists for fuel quality control is an urgent task. Requirements have been developed for personnel of fuel services of entities and institutions of state aviation of Ukraine, who may be admitted to perform work on aerodrome and technical support of aircraft flights regarding fuel quality control.References
