Organizational mechanism of the research infrastucture development in framework of european integration

Abstract

based on an analysis of the development of the European Research Area (ERA), European Research Infrastructures, models and organizational approaches to the sharing of scientific equipment (core facility) and research infrastructure, an organizational mechanism for the development of research infrastructure within the framework of European integration is proposed. This organizational mechanism is aimed at creating conditions for the transition from the application of the organizational approach of sharing scientific equipment (core facility), which uses centralized organizational management models and hierarchical organizational management structures, to the organizational approach of research infrastructure used by research communities and based on scientific data, computing systems, communication networks and tools, which uses different organizational management models, with the subsequent transition to the application of the "Quadruple Helix" organizational approach of the research infrastructure ecosystem within the framework of a network organizational management structure. Five levels of organizational development are identified: sharing of scientific equipment (core facility) by national scientists (collective use center), sharing of scientific equipment (core facility) by national and international scientists (collective use center), sharing of scientific equipment (core facility) by national and international scientists (fund, platform, alliance), research infrastructure and «Quadruple Helix» ecosystem of international research infrastructure. The organizational development mechanism includes: set of organizational structural components that ensure orderly interaction towards achieving levels of organizational development and organizational changes in strategic orientation, organizational structure, institutional and legal form, organizational procedures while supporting: planning systems, research/innovation, data computing, information and data exchange, integration into the European Open Science Cloud (EOSC), electronic infrastructure platforms (e-IRG) and European Research Area (ERA) tools. The proposed organizational mechanism for the development of research infrastructure within the framework of European integration provides new opportunities for cross-border cooperation for scientific communities within the framework of the "Quadruple Helix" ecosystem of research infrastructure, which increases public participation and strengthens the responsibility of scientific research for society as a whole and develops global partnerships of research infrastructures in the European Research Area (ERA).
