Introduction of digitalization and digitization in the management of state corporate rights

Abstract

The article examines the theoretical and practical aspects of implementing digitalization and digitization in the system of managing state corporate rights. The relevance of the topic is conditioned the need to increase the efficiency of the public sector, enhance transparency in management processes, and reduce corruption risks through the use of modern information and communication technologies. The purpose of the study is to substantiate approaches to the digital transformation of state corporate rights management, identify key digitization tools, and assess their impact on the performance of state-owned enterprises. The paper analyzes the essence of the concepts of “digitalization” and “digitization” in the context of public administration, as well as their differences and interrelations. Particular attention is paid to the development of digital infrastructure for managing state corporate rights, including electronic registers, automated systems for monitoring enterprise performance, analytical platforms for decision-making, and electronic document management systems. The role of open data and integrated information systems in ensuring transparency and accountability of public authorities is also considered. Key advantages of implementing digital technologies are identified, including increased efficiency and speed of managerial decision-making, reduced administrative costs, improved control over the use of state assets, and enhanced investment attractiveness of enterprises with state participation. At the same time, the main challenges and risks of digital transformation are outlined, such as cybersecurity issues, insufficient digital competencies of personnel, fragmentation of information systems, and the need to improve regulatory and legal frameworks. The article proposes a comprehensive approach to implementing digitalization in the management of state corporate rights, which involves the phased modernization of information systems, development of digital skills among public officials, implementation of unified data standards, and integration of national management platforms. The feasibility of using artificial intelligence and big data tools to forecast enterprise performance and optimize managerial decisions is substantiated. The results of the study can be used by public authorities in shaping digital transformation policies, as well as in the practical activities of entities managing state corporate rights to improve the efficiency and transparency of their functioning.
